Report on the IUPAP Commission Chairs Meeting, Mumbai, India, October 2004

The annual meeting of the IUPAP (International Union for Pure and Applied Physics) Council and Commission Chairs took place at the Tata Institute for Fundamental Research in Mumbai, India on 15-16 October 2004. The meeting offered the opportunity to exchange information between the IUPAP executive and the Commissions, and to discuss a variety of topics of interest across Commissions. The Commission on Cosmic Rays (C4) was represented by its Chairman. For more details see http://www.iupap.org.

IUPAP sponsorship and financial support for two conferences in 2005 of direct interest to the cosmic-ray community were approved: for the 29th International Cosmic Ray Conference to be held in Pune, India in August and for the `Topics in Astro-Particle and Underground Physics' (TAUP2005) meeting to take place in Zaragoza, Spain in September. Sponsorship of the 6th Eduardo Amaldi Conference on Gravitational Waves was also endorsed.

Requests for IUPAP sponsorship of conferences to be held in 2006 must be submitted before 1 May 2005.

IUPAP is involved in two large conferences in 2005 that celebrate the International Year of Physics. The conference that will launch the celebrations will be held in Paris on13-15 January (http://www.wyp2005.org/unesco). A World Conference on Physics and Sustainable Development will take place in Durban, South Africa on 31 October - 2 November, following the IUPAP General Assembly (http://www.wcpsd.org). The EPS website (http://www.eps.org) keeps track of events for the International Year of Physics.

There is general concern over the restrictive measures that have been implemented in the USA under the aegis of the Office of Homeland Security. While the primary concern for IUPAP is centred around the holding of conferences, the general issue of the free circulation of scientists is also a concern. There is considerable difficulty for foreign scientists participating in experiments in the USA. Physics is affected more than most other disciplines because of the existing large collaborations. IUPAP has in the past taken a number of steps with the hope to improve the situation. Close contact with the US Academy of Sciences and with other Unions have been established. The efforts will continue.

A Working Group on authorship of scientific publications from large experimental facilities has been established under the leadership of the IUPAP Commission on Fields and Particles (C11). It is widely recognized that author lists do not appropriately credit those who contributed most, do not allow others to identify those most knowledgeable about the results and lead to absurd publication and citation records. One of the C4 members is monitoring the progress.

The 29th INTERNATIONAL COSMIC RAY CONFERENCE

Indian Painting The 29th International Cosmic Ray Conference will be held in Pune, India from August 3 to 10, 2005. It is organized by the Tata Institute of Fundamental Research, Mumbai, the National Centre for Radio Astrophysics, Pune, and the Inter-University Centre for Astronomy and Astrophysics, Pune.

The city of Pune is the cultural capital of the state of Maharashtra in India and is located about 150 km south-east of Mumbai. Shielded from the vigour of the Indian monsoon coming from the Arabian sea, which deposits nearly 200 cm of rain over Mumbai during June-August, by the 700-1000 m high hill range, Pune will offer a very pleasant environment for the conference. The travel time by road from the international airport at Mumbai and Pune is less than 3 hours. The world heritage sites of Ajanta caves and Ellora temple are only 250 km from Pune.

The TAUP2005: Topics in Astroparticle and Underground Physics

View of Zaragoza by Juan Bautista Martinex Del Mazo (1647, Museo del Prado) The ninth International Conference on Topics in Astroparticle and Underground Physics, TAUP 2005, will be jointly organized by the Gran Sasso National Laboratories (LNGS, Italy) and the University of Zaragoza and it will be held at the Paraninfo building of the University of Zaragoza in the city of Zaragoza (Spain) in September 10-14, 2005.

As customary in the series, TAUP 2005 will consist of invited review talks, workshop sessions devoted to specific subjects and poster sessions. In this edition, TAUP will be dedicated to the memory of Prof. Angel Morales, co-founder and determined promoter of this Conference.

International Heliophysical Year (IHY) 2007

In 1957 a program of international research, inspired by the International Polar Years of 1882 and 1932, was organized as the International Geophysical Year (IGY) to study global phenomena of the Earth and geospace. Fifty years later, the world's science community will again come together for an international program of scientific collaboration: the International Heliophysical Year (IHY) 2007. This time, research will extend out into the Heliosphere to focus on solar-terrestrial interactions.

Conference Report: Chapman Conference on Solar Energetic Plasmas and Particles

The Chapman Conference on "Solar Energetic Plasmas and Particles" was held at the University of Turku, Finland, during August 2-6, 2004. The conference brought together solar, interplanetary, and heliospheric communities involved in the study of coronal mass ejections (CMEs) and solar energetic particles (SEPs).ÿSEP and CME events are directly relevant to the international Space Weather and Living with a Star (LWS) programs.ÿThe Chapman conference provided a forum to discuss the origin, composition, and propagation of CMEs and SEPs and their space weather consequences relevant to human exploration of space.

Two publications are planned based on the presentations made at the meeting: The first one is an AGU monograph entitled, "Solar Eruptions and Energetic Particles" which will contain all the invited reviews and selected contributions to record the current status of the field as a coherent, self-contained volume. The second is a special section, "Solar Coronal Mass Ejections and Energetic Particles" in the Journal of Geophysical Research (Space Physics) consisting of the original contributions, duly refereed.

This Chapman conference was convened by Nat Gopalswamy of NASA's Goddard Space Flight Center and Jarmo Torsti of University of Turku.

Conference Report: International Conference on Cosmic Rays and Magnetic Fields in Large Scale Structure (3rd Korean Astrophysics Workshop)

The "International Conference on Cosmic Rays and Magnetic Fields in Large Scale Structure" (3rd Korean Astrophysics Workshop) was held during August 16-20, 2004 in Pusan, Korea. In the conference, about 100 participants gathered to discuss and learn about most recent developments in both observational and theoretical studies of cosmic rays and magnetic fields on galaxy clusters and large scale structure. Specifically, radio, EUV, gamma-ray observations and the origin of nonthermal particles and magnetic fields in clusters, substructures and merging activities in clusters, the origin and observations of ultrahigh energy cosmic rays, and nonthermal components from AGNs were reported by 50 oral and 10 poster papers. The conference proceedings will be published in a special issue of the Journal of Korean Astronomical Society in December, 2004.
