New Editor for Cosnews

I'm Eric Christian, the new editor of CosNews. For those who don't know me, I'll give you a little bit of my background. After getting my PhD from Caltech in 1989 (thesis topic: Anomalous Cosmic Rays with the Voyager Cosmic Ray Subsystem), I spent 14 years as a Universities Space Research Association soft money scientist at NASA Goddard Space Flight Center. I worked on a large assortment of balloon-borne (ALICE, IMAX, ISOMAX, TIGER, and Nightglow) and space-based (Astromag, ACE/CRIS, ACE/SIS, ACCESS) cosmic ray instruments. Recently I started a IPA (Interagency Personnel Act) position at NASA Headquarters as the Discipline Scientist for Heliospheric Physics. I'm currently Program Scientist for ACE, Ulysses, Voyager, and Wind, and Deputy Program Scientist for Stereo. This position will last a few years.

New Website for Cosnews

I'd like to thank the American Physical Society (APS) for hosting the IUPAP website and supporting CosNews. Putting CosNews here, under the C4 Commission website makes a lot of sense, because it is no longer tied to the institution of either the editor or any of the commission members.

New Members of C4 Commission

At the Berlin general assembly in 2002, new members of the C4 Commission on Cosmic Rays were elected. The new Chairman is Peter Wenzel, the Vice-Chairman is Ray Protheroe, and the Secretary is Marthinus Potgieter. The other members are K. Kudela, P. Lipari, Y-Q. Ma, Y. Muraki, O.G. Ryazhskaya, M. Simon, S. Swordy, S. Tonwar, J.F. Valdes-Galicia, and E. Zas. They will serve until 2005.

Associate Members, who will continue to serve through 2003 are B. Barish, S. Bettini, G.M. Simnett, and H. Völk.

28TH INTERNATIONAL COSMIC RAY CONFERENCE

Logo for 28th ICRC The 28th ICRC will be held in Tsukuba, Japan from July 31 - August 7, 2003. All people interested in cosmic ray physics and the related topics are welcome to join in this conference. The deadline for reservations of hotels, optional tours, technical visits, lunch box services and accompanying person's programs has been extended to July 10, 2003. Submission of papers is now closed. Contributed papers and the schedule of contributed talks will be available on the ICRC website on July 16, 2003.

The Opening Ceremony will be on Thursday, July 31, 2003. Hope to see you there.
