This 12th Course of the International School of Cosmic Ray Astrophysics, combined with The International School of Particle Astrophysics, will be offered 11 - 21 November 2000 at the Ettore Majorana Centre in Erice, Sicily, Italy. This course has been selected by NATO as an Advanced Study Institute under the direction of John P. Wefel and Vladimir S. Ptuskin.

SECOND CIRCULAR
1 INTRODUCTION
The ISVHECRI is traditionally planned to allow and promote
interaction amongst reseachers from around the world dedicated
to the subject of cosmic ray high-energy phenomena---from
theoretical and experimental point of view. This next meeting,
the XI ISVHECRI, is planned to be directed toward some specific
topics, i.e.,

The XI Symposium will also be held in conjunction with the
VI `Gleb Wataghin' School on High Energy Phenomenology
(website http://www.ifi.unicamp.br/~gwshep/), a regular school
organized each even year in the Gleb Wataghin Institute.
We remind that this meeting of ISVHECRI is dedicated to the memory
of Professor Gleb Wataghin, in occasion of the centenary of his
birth. The Institute of Physics of the State University of Campinas
is named after him to honour the contributions to the research in
Cosmic Ray Physics and related areas, and his important role in the
formation of an entire generation of physicists in Brazil.
The meeting is going to be held under the sponsorship of the CLAF-

The Review Talks have been pointed out by invitation. They will be

whether they prefer oral or poster presentation. The LOC will decide, by trying to match author's preference and time availability.
4 INSTRUCTIONS FOR CONTRIBUTORS
All abstracts and contributions will be submitted electronically following an oriented procedure from the webpage
(http://www.ifi.unicamp.br/~isvhecri ; not yet implemented, we are working on that!). The user will download templates, both for
the abstract and the paper itself.
Abstracts are restricted to a maximum of fifteen lines. They must express as close as possible the scientific content of the full
contribution.
Papers will be refereed following a blind procedure. Referees are experts in the subject of the papers, chosen by the Advisory and
Organizing Committees.

7 REGISTRATION
The registration fee is US$320 to be paid by credit card (Visa, Mastercard, Diners, American Express) until March 21st,
2000---the same deadline for the submission of abstracts.
The participant will download from the web a form, fill in it, and return via Fax to the Cosmic Ray and Chronology
Department - IFGW (+55-19-7885512). Specific instructions will be given in due time.
Delayed registration will cost US$ 350.

8 ASSISTANCE TO PARTICIPANTS

and hotel purchase agency for the XI ISVHECRI.
The agency works regularly with acquisition of international to/from Brazil and domestic air-tickets, through e-mail, Fax or

being implemented. There you will be able to find time-tables and prices. And you have the agency web address quoted below.
Also, the agency can intermediate the hotel accomodation at convenient prices. Detailed instruction on how-to-get the service

10 OTHER GENERAL INFORMATION
Travel documents:
Passport is requested to enter Brazil for citizens from all
the countries, with the exception of Mercosul. For most of
the countries a visa is also needed, to be obtained at the
origin before departure. Usually it takes long for expedition
of the document, so it is fully advisable to request for the
very early, not less than three months before. Absence of visa
at the arrival from origins an agreement does not exist implies
strict nonallowance to enter the country.
Travel:
To Sa~o Paulo International Airport (called `Cumbica' or `Guarulhos')
there are flights from the most important cities in the world. Flight
and hotel information can be obtained by phone, Fax, or via e-mail to
the agency Compass Viagens e Turismo.
Be aware that it will be holiday time, both in Brazil and abroad,
so make your reservation for the very early.
Transportation:
Caprioli Shuttle: from the airport to downtown Campinas (and vice versa),
a good and regular bus service at the cost of R$14,00 per trip (~US$8).
In the airport the Caprioli bus office is located at the `Terminal 2'
(just to the right if you are leaving the building).
As an alternative, another bus shuttle service is available to the
São Paulo main Bus Station (named `Terminal do Tiete^'), and from there
a regular shuttle service to Campinas.
The United-Varig service: For passangers of United Airlines and Varig
there still is the Star Alliance Shuttle, a special service to Campinas
for free. Its matches all arrivals of United Airlines international
flights and most of Varig. Airport-Campinas at 11h30min; Campinas-airport
at 17h30min, everyday. Arrives at Campinas in front of the Premium Hotel
and Noumi Plaza Hotel.
Rent a Car: in the International Sa~o Paulo Airport there are many options
for car rentals: Hertz, Localiza, Mega, Avis, Budget, Unidas, etc..
Nonetheless, shuttles would still be advisable for one who enters the
country for first time.

Brazilian currency is the `Real'; its present-day exchange rate with American dollars is US$ 1.00 ~ R$ 2,00 .
Location and climate:
Campinas is a 900000-inhabitants town, located at 100 km northwest from Sa~o Paulo City. It can be reached by two major
highways (via Anhangu"era and Rodovia dos Bandeirantes).
Campinas has semi-tropical pleasant weather, with occasional not-excessive variations and wind. Temperature can be around 10oC. It might be windy.

In addition to the well-established and successful Shakti P Duggal award for young researchers, the 26th ICRC saw the first presentation of the newly established O'Ceallaigh medal and the announcement of one further award, the Yodh Prize.
The O'Ceallaigh medal is awarded by the Commission for "Distinguished Contributions to Cosmic Ray Research" and commemorates the late Professor Cormac O'Ceallaigh (1912-1996) who was head of the Cosmic Ray Section of the Dublin Institute for Advanced Studies from 1953 until 1984. As a young man he spent a year working in the laboratory of Pierre Auger in Paris, but his most productive period began when he worked in Cecil Powell's group in Bristol in the late forties. During this period he did important work on what would now be called Kaon and neutrino physics using the nuclear emulsion technique. His subsequent work was mainly on developments of the solid state track detector technique for determining the ultraheavy element abundances in the cosmic rays, work which is just now coming to fruition with results being reported by his former colleagues at Salt Lake City from the DIAS/Estec Ultra-heavy Cosmic Ray Experiment.
The Commission had a difficult task in deciding to whom to award the first O'Ceallaigh medal. It is clear that when an award like this is first instituted there will inevitably be a number of excellent candidates who would probably have received the award in earlier years had it existed. In this case two names rapidly emerged from those suggested as clear favourites, both in their own very different ways excellent canididates. The Commission eventually decided that the correct course of action was to award the 1999 medal jointly to John Simpson from Chicago and George Zatsepin from Moscow. Between them they have made seminal contributions to essentially all areas of Cosmic Ray Research, from the solar and Geomagnetic effects studied with Simpson's neutron monitors to the ultra-high energy and probably extragalactic particles seen beyond the Greissen-Zatsepin-Kuzmin cut-off. Each has been an inspiration to generations of students and colleagues and it is fitting that their contributions be recognised formally by the community to which they have given so much.
